States are pretty much autonomous units, Mademoiselle, having quite a
bit of lateral movement.  In this case, the federal government has to ask the governor because the Guardsmen are California's, not federal.  It's a jurisdicitonal thing.  And I'm glad they have this power; somebody needs to check Dubya.
