I'm sure it was, DarrkeThoughts. I'm sure a lot of those institutions
aren't as sterile as the sets of Awakenings and One Flew Over The Cuckoo's Nest.

Yeah, the United States favored a policy of institutional cutbacks until
many of the marginally insane or the harmless mentally incapacitated were left to fend for themselves.  However, many of our homeless are war veterans, sad to say.

clearly an appalling situation, as is the choice of language. "Feeding" ? Even my cat 'gets something to eat'! But as to your 'solution', I have to draw your attention to the fact that here in Toronto (a.k.a. 'Tronna') rougly 75 % of the homeless have severe mental problems, which lead directly or indirectly to their homelessness. I would expect to find similar numbers in Eola Lake. For a variety of reasons, some good, some bad, we got rid of institutions which, in the past, sheltered these people. Now they're in the street...
