It's a good speech ... you have a couple of typos, though:
"My schooling allowed me complete an undergraduate education" (You need a "to" in there, obviously.)
"at the 2005 town meeting those in attendance voted unanimously voted to fund such a position full time."
"That’s a violation of anything I learned in my 9th grade mainstream civics class where I earned a B average" (Instead, I think you should either use "everything", "all that" or "what".)
P.S. Is your town actually called Belchertown? What a weird name.
