personally i think the eradication of smoking
would happen a lot faster if people received noticeable cuts to their insurance policies for not smoking, or in the case of drinking and driving, not drinking, etc. rather than trying to fine and jail people for doing the unwanted, praise and reward the wanted.
i'll never understand why humankind doesn't seem to get this simple principle.
