Toolbar requirements
The toolbar is available only on newer versions of Internet Explorer for Windows, as described on the Formatting help page, which also provides a link to download the latest version. You can check your version of Internet Explorer by choosing About Internet Explorer from the Help menu.
If this is not the issue, then your browser settings may have been changed. To resolve the issue, you may wish to reset your browser settings. To do so, choose Internet Options from the Tools menu, click on each tab, and click "Defaults" or "Restore Defaults".
