Yes, this is offensive,
Corbin as many editorial cartoons can be. This brings me to comment on the recent "Mohammed cartoon." The difference is that in the U.S. we have an understanding of free speech. Some people are going to be offensive. That's just the way people are, but we don't threaten to drop a bomb on their country if they offend us.

I, personally, am not offended by either...

As they both fall under the same heading (basic principles of free speech).

Corbin, in a way yes it is offensive but it also points out the truth

the Army is thin, recruiting is down and also points out, in a cartoon way, how callous Rumsfeld has been since the begining of this war with his snide comments.

To this day the troops still complain, and it is documented, that they still don't have the armored equipment they need.

So yes the cartoon is offensive but sometimes maybe it takes a kick in the ass to see reality.
