I say turn it around. Think of it as it is HIM that is coming off better in this deal. Threaten to take your goods elsewhere. Be agressive. Being submissive doesn't work on him, it seems. (But don't act disrespectful, even so).

Do they have a higher up boss?
If it is a company, go over their head. If a web site like constant content, notify them.

If it is not enough to call in the lawyers for then remain pleasant however you must do so persistently. I once had someone who wasn't paying and so I sent them a fax in big type every day so that no one in that office could miss what was going on. I was unfailingly pleasant. If I hadn't been they would have stopped communicating.
