In a sense that is true. But can it be also that one needs to be reconciled with oneself first, so as to be reconciled with one's neighbor and finally, with God?

Nice Analysis
In addition to awareness that we do or do not do for our neighbors (whoever happens to be standing in front of you at the moment -- whoever happens to be inhabiting the planet with you at this point in time) will be weighed for or against us, I think there is an underlying sense that it is a measure of the degree to which we have reconciled ourselves with God, and therefore with our neighbor. If such reconciliation has really taken place we cannot be cold, indifferent and dead to the people around us.
