In my opinion....
yes, the universe does have consciousness. We all have consciousness, I believe that we, in energy form are the universe.
I can't speak for the whole universe, but earth it self does have birth and death cycles....that's what a year is.
Birth- spring, when new life grows
Death- fall, life dies or at least hibernates for a while.
Not ALL life, but still enough to show a birth and death cycle.

good question!
Scientists noticed during an experiment that when they disturbed an arrangement of unbonded molecules that the molecules quickly returned to their original arrangement. They concluded that memory exists on a molecular level, and if memory is related to consciousness, then this has some implications for your question.
