The point of the story is that New Orleans isn't the only place that was hit by the hurricane and if they are going to do a tribute to the victims of Katrina, it needs to be for all the victims.

Great one, I personally have been wondering why the other affected areas and people seem to have been forgotten. It seem those who fend for themselves are less appreciated than the weak and crying ones. Top on them them the, the mayor of New Orleans.

Instead...
...they might be wise to call it a Gulf Coast tribute and use a lot of different symbols (representing all of the states involved) in their decor, costumes, music, etc.
