You've asked a question so it means I've missed out somewhere. The "kilt" that women wear is called another name, pleats /braided skirt. Pleats accentuate to draw attention.

Excellent pun on the individual's graduation prom. The parents could have initiated the crossover with cross dressing. But dress can also be a unisex word.
