God allows what?
you are just assuming there are myriads of serial killers out there... that is fear-mongering. And it is tantamount to running your own rumour-mill sweatshop with the theme song "The Rats... the Rats... the Rats are winning!" You are overblowing the situation. And even if it were true, which it isn't, God allows evil to run its course, so that good will triumph in the end.
The fear of God is the beginning of wisdom. But the fool has said in his heart there is no God.
