Maybe flashing at a nude beach
means that the guy is putting on clothing, rather than taking it off...How do you shock someone by showing skin at a nude beach? I think you'd have to wear a particularly ugly suit, maybe those flip flops with the big, bright flowers pasted on....that sort of thing.
