Same thing in Trinidad
If rain falls on a work day in Trinidad, people know to leave work early if they can.
They know the roads will be negatively impacted by flooding in some areas, there will be washed out bridges in extreme cases and general in the flow of traffic gets slower. It's harder for drivers to see the road through a heavy afternoon downpour and the road surface get slicker too, so maintaining control of your vehicle is not as easy. Multiply these problems by the thousands of cars on the road and you have a recipe for a commuter's nightmare.

Thanks for visiting. I have thought about writing a book since coming here, but I haven't put too much serious thought into it. It's another of those things that I need to focus on in the very near future. I will definitely visit the site you indicated.
