kingmi, the Republicans have learned well from their mistakes during

the Nixon years and are determined to never see it happen again.  However, a new term has crept into vogue:  permanent campaign.  This is the constant eroding of political power of an elected official to make him look ineffectual, whether he is or not, giving creedence to claims that he may be and swaying votes accordingly.  It was used most effectively, as you've pointed out, by the Gingrich camp with regard to Clinton.  (Of course, good ole Bill didn't help himself much with his own public image.)

But let's hope you're wrong with this one.  Beleive it or not, I'd rather have Cheney as president.  Hell, he's just more presidential appearing than Dubya will ever be, despite the fact that he's considered too unapproachable and caustic.
