One thing I can say on this because of experience is

this case was botched because of lack of good communication.

I worked in law enforcement for 26 years started in a town police department, then village, and by transfering I was a deputy and then finished my career working for the state.

The main problem is and always will be, local police won't work with county sheriff and county sheriff won't work with state police. It is the same with the FBI, CIA, Border Patrol, Immigration, DEA and so on.
