Thought provoking post...I'll have to look for that book next time I'm at the library. My question, even after reading your post is does the testing help if there is no funding available for resrouces (like fixing windows or buying more books)? It seems like the main issue has not been the standards, but the lack of money to enforce them. Our state seems to spread the money out between schools much better, rather than leave it in the district where the taxes are being collected.

The disparity also happens in Australia and I'm sure in many other countries as well.
