I am a huge proponent of self-respect, SincerityAnna,
and I also beleive it must be taught at a young age, for we all have the desire to be appreciated, by ourselves as well as others.  There are quite a few reasons why people turn toward sex as a panacea for whatever emotional or psychological (and sometimes physical) shortcomings they may endure, but self-respect is probably (no clinical evidence to back this up) the strongest inhibitor we have.  Cultivating it in older people, those with low self-esteem and little confidence and no self-respect, would probably go a long way to seeing it become more prevalent in the young, for, as with most things, they would simply pass it on, much as they do the continuing cycle of emotional and psychological abuse that leads to the aforesaid problems that lead to sex.

Saul...
Great post...I am a parent...boys and girls...it scares me to death. To add to all you said in your post...teaching children self-respect certainly can help!!! If our children have good self-esteem and self-respect then they won't go seeking attention in the form of sex...young minds don't know the difference unless they've been taught
