Without a military, uprisings would occur, you make yourself an easy targe
for other countries to start wars. No military, no way to fight back or defend yourself. Good tactition. WHO ELSE IS GONNA COVER YOUR ASS in the event of an uprising. Another country's attack. The military is not present to initiate a war, they are present to prevent a war. GOVERNMENTS and religion start wars.
