I believe the Hebrew word for ' fear' in the context
of 'fearing God' or ' fear of the Lord' is
yare which means to respect, like you would respect your parents. In the NT you begin to see
phobeo which means 'fright', like you said. What this means to me is God is saying if you
respect Him, you need not have any
phobeo of the evils of this world
.
