You are asking the wrong people
Anyone who cares about the answers to these questions, already knows what the answers should be. Such people are not causing the deadly problems that humanity faces.
Those deadly problems are caused by people who DO NOT CARE about the answers to these questions. Those people are the enemies of humanity, and I hestitate to even call them human. I am speaking of terrorists, murderers, rapists, and lesser habitual abusers of others. Do you think that such entities care about your questions? Yet they are the cause of the destruction and sorrow that raise such questions in the rest of us.
Such monsters will always exist, and bring pain to the rest of us. The most important question of all is: how do you propose to deal with them?

Dylan
I think he meant that we shouldn't have to ask it but once. How many times? The first time. After that it becomes sorrow...

Aren't the Answers Blowing in the Wind?
I've always interpreted this song to mean that the answers are available to all - they are in the universe (wind). All we need to do is access the intelligence that is in all things and we will have the answers.
