Based on your blog, it appears that the toolbar is now appearing properly.
If you are still not seeing a toolbar containing the words "Paragraph", "Font Style" and "Font Size" on your "Add Post" page, please let us know what version of Internet Explorer you are using. You can find this by going to Help > About Internet Explorer.
