Don't know if this helps but...
I took another look at the file, and I'm pretty sure it's not in JPEG format.
Looks like it's in an AOL-only picture format (called ART), not BMP as I'd thought before. It probably only works on computers that have AOL installed.
I don't know why this would be happening, though, unless AOL is doing something weird. Maybe you could tell us which software you're using, and how you're uploading it...

Format
If a picture is saved in GIF or JPEG format, it should appear correctly on virtually all web browsers.
You may want to use a different program to save the picture in JPEG format, in case the problem is related to the program you are using.
