Rumsfeld, Rumsfeld......
1. Incapacity could also mean he is without resources, e.g., he's in a bunker with all the antennae shot off and the lights are out.
2. Rumsfeld has, and has had , nothing but feelings of utilitarianism and underlying disdain for the press, Democrats, moderates, and the military community, as well as his "fellow" cabinet members who don't offer themselves as resources for him. Probably goes for his President, too. Former head of UN inspectors in Iraq as much as called him a liar last August on NPR, refuting his big statement particle by particle, as lies, and rehashed old news. (With all due respect).
