Elections...
It's fair to say that Spain's sudden turnabout was as a result of a change in leadership over the weekend's elections; had Zapataro not just ousted Aznar from the Premiership then you wouldn't have seen such a rapid change in policy.
And up to a week ago, Aznar had been leading the polls to win the elections and stay in power, but after last week's terror attacks public view has simply swung the opposite way. The elections were suddenly at an unfortunate time, because if they'd been just a week later the results would have been wildly different as public mourning steadily past. Emotions are a powerful thing.
