Anytime you have to pay whomever money to receive whatever it may be - it's definitely a scam.

seriously, it's probably a scam...

email them asking  them to send you something in writing.   usually they are just telemarketing companies trying to sell you some "small" gift when you claim your prize, also there are some scams that are based outside of the u.s. that asks you to just call to verify your prize, you punch in a certain combination of numbers as your "winning code" which actually links them to your phone account and suddenly you have ridiculous charges that you can't trace.   and no matter how much money they claim they'll pay you don't give out your soc. sec. #.  next time they email you, ask them to send you something in the mail.

I didn't sign up
... for anything.  They just got my email address and associated it with a number.  They just sent me a form to fill up with the credentials given to me.  The fine line is that they won't give my credentials to the paying party before I pay a "processing fee."  I still don't know how much that costs though.

I've been winning a lot lately...
winning a lottery off the internet is not the first.  I was already told twice through cell phone that I have won some amount of money and a new car  (by cell phone number lottery yet).  But I never claimed any prize.
