Is Iran Being Deliberately Provocative?

A second round of tougher economic sanctions againsit Iran have been voted on and passed at the United Nations. Iran retaliated by making it harder of inspections of its nuclear facilities and threatening that nations who back sanctions will pay for it in the future. And then there is the incident...
