Protecting Children On Halloween

Clayton County in Georgia decided to make the streets a little safer for Halloween trick-or-treaters this year. They ordered all registered sex offenders to report to their probation officers and kept them detained for three hours. Hats off to Clayton County! I don't know if this type of program has...
