Why does God not care about the salvation of everyone on the planet?

It seems he should be powerful enough to have gone to all the tribes around the world and make sure they all had the word of God well before now. I Want a teacher, not a Sheriff

I have asked the basic question "Why does God make rules instead of teaching us?" for a little while now and have yet to have a god answer come back. Right now I have an uncle who is dying of brain cancer. He is doing everything he can to insure that when he goes there will be closer for all who are close to him. Just my views on organized religions. At some point I hope to hit on all known religions. In honor of a truly great show that is all about truth and looking at things with a no-nonsense approach, I will being using the word BULLS#!T a whole lot more, since that word alone says a lot.
