We have waged wars on nouns before. We have waged war on

poverty or war on hunger, but not full-fledged wars that involved arms etc. A Dubya ad I saw on TV involved Dubya, after he had made a speech, was walking away when a fourteen year old girl was crying because her mother had been killed in 9/11.
